North Prospect Avenue median

A 33-year District 3 resident said the city spent $6,400 on a median landscaping plan that was never delivered as promised — hedges and 30 trees replaced by weak native plants at the urging of a councilmember — and asked for the promised plantings and repairs.

Defended himself against the mayor's remark that he berated a councilmember, and accused the city and District 3's representative of decades of neglect of the North Prospect median and broken promises.

Returned during the budget hearing to ask why the North Prospect median wasn't in the residential street rehab program, urging his district councilmember to support funding for safety, traffic calming, noise and privacy fixes.
